Abstract:In order to revamp agriculture, the structural adjustment programme (SAP) introduced in Nigeria in 1986 adopted two types of policy measures: reform of macroeconomic policies to restore equilibrium in the external sector, and structural reform of agricultural policies and institutions. Owing to the long-term nature of many of the problems facing Nigerian agriculture, the SAP was unable to make any significant impact on agricultural production within the short period under review in the present article (1986-1988). The slow response of the agricultural sector to economic incentives may be partly attributed to inadequate policy implementation arising from ineffective planning, in turn a function of the lack of a sound information system and a weak institutional base.
