Abstract:In this paper, Nigeria's structural adjustment programme (SAP), launched in 1986, is discussed in relation to export promotion. The paper deals with the background to the SAP and looks at the SAP in Nigeria generally and its objectives specifically for agriculture and manufacturing, which are expected to diversify and produce for export. It examines the achievements claimed for the SAP so far. It then discusses the international trade policies that militate against imports from developing countries and investigates the problems which agricultural products and manufactures from developing countries encounter in international markets. The paper assumes that with proper policy implementation, it may be possible to produce and manufacture many more nonoil products for export. However, to talk of increased exportation of nonoil commodities without aggressive policies to locate the markets is senseless. Quality control of Nigerian products is also imperative. Furthermore, serious efforts should be made to develop producer industries, since opportunities for trade in manufactured goods, particularly in machinery, exist in South-South trade. Bibliogr., sum.
