Abstract: | The importance of technological development is generally acknowledged in Third World countries and this is often reflected in the articulation of development strategies. Nigeria's structural adjustment programme (SAP), while addressing the failure of past policies in this domain, is confronted with the same basic problems. The author argues that the nature and character of the global accumulation process, with its specific form of accumulation of scientific knowledge and technology, is responsible for the present level of underdevelopment of Third World countries, including Nigeria. Because the SAP is articulated within the context of global capitalist expansion it accepts the international division of labour implicit in the present order and is thus very limited and constrained in its quest for technological development in Nigeria. Given the internal and external conditions under which the SAP operates, the prospects for technological development and self-reliance are not bright. Bibliogr., sum. |
