Abstract: | The successful political transition in South Africa ushered in a new era of economic and political collaboration in southern Africa. South Africa's port, rail and road infrastructure is poised to play a pivotal role in the flow of international investments. This article firstly reviews the European experience of regionalism, and, secondly, appraises cooperation in the transport and communications sector over the past 15 years within the then SADCC. In particular, it pays attention to the Southern African Transport and Communications Commission (SATCC), and the seven subsectors it coordinates: railways, ports and shipping, roads and road transport, civil aviation, telecommunications, postal services, and meteorology. Thirdly, the article analyses constraints and opportunities within the transport and communications sector. Fourthly, it reflects on the concept of developing a sustainable transport and communications sector in southern Africa. Finally, it offers a new regional policy framework for this sector.
