Abstract:Over the past decade, there has been a systematic search for development alternatives away from the technology-dominated paradigms of the 1960s toward a more people-centred approach of sustainable growth. In Zambia, like several other southern African countries, community-based natural resource management projects have been introduced in several rural areas. This critical review examines the community-level impact of the Luangwa Integrated Resource Development Project, started in 1988 and covering Zambia's South Luangwa National Park and the Lupande Game Management Area. Research suggests that the project has generally failed to achieve its conservation and development objectives and that the programme has realized few community benefits. The paper discusses the causes of the project's shortcomings and explores policy alternatives. Bibliogr., notes, ref., sum.
