Abstract: | The Nkomati Accord (1984) is ostensibly intended to govern a specific area of bilateral relations between Mozambique and South Africa. In reality it is about the implications of the African struggle against apartheid for the security and international relations of the area. On the initiative of the African States there is now in existence a bundle of consistent rules of contemporary international law which legitimizes the antiapartheid struggle. It is to be doubted whether the Accord has affected the validity of these rules in any way, although the circumstances leading to its signature raise the question of legal efficacy and have exposed the inability and the unwillingness of the international community, especially those clearly in a position of influence vis-à-vis South Africa, for effective action in support of the Frontline States.
