Abstract: | Following the legislative intent of Congress, President Nixon has made a major decision concerning U.S. policy toward Rhodesia. The President lifted an American ban (in effect since 1966 as a result of a decision of the Security Council of the United Nations) on the importation of Rhodesian chrome. The political argument for lifting the ban on chrome is that Britain has now reached an agreement (1971) with Rhodesia and that sanctions have thus had their intended effect in forcing Rhodesia to come to terms. There is serious doubt as to whether the agreement lives up to the basic principles enunciated by the British or whether its terms are such as to condemn the African people to an indefinite period of political subordination. The agreement is examined from the British and from the Smith Government's point of view. The background of President Nixon's decision is sketched in the setting of U.S. home politics. Ref. |
