Abstract:That Nigeria's Federal constitution has worked better than expected is largely due to the degree of autonomy which it afforded to the three regions. The Regional governments receive an income of about half the national revenue, which enables them to look after day-to-day administration as well as undertaking responsibility for development through their own development corporations. The devolution of responsibility helps to explain that moderation of internal policy which has made Nigeria the West's most favoured black nation. The lack of national feeling however provides good ammunition for the Nigerian Youth Congress which favours a more unitary constitution. Cooperation between the parties in the economic field is shown between the National Economic Council and the Joint Planning Commission. The difficulty is to raise the money required. Mapij photos.
