Abstract:For South Africa, at present torn between an insistent demand for White supremacy at all costs and an even more vociferous demand on the part of African nationalism for the principle of 'one man one vote' irrespective of race or creed, there is a reasonable compromise formula. - Federalism, under which White leadership can be maintained for the foreseeable future and yet under which there would be an outlet for the legitimate aims and aspirations of the voteless Non-European population. This contribution is an attempt to explain a form of geographic race federation which could be adopted to build solidly from to-day for to-morrow without attempting to wave any wands.
