Abstract:Discussion of policy choices and constraints on adjustment policy in Mozambique. The author arhues that in the context of Mozambique, the liberalization plus deflation package offered so frequently in the guise of 'adjustment' is inappropriate and indeed would be economically disastrous. Alternative adjustment policies Have to start from two overriding features of the economic and political context within the country: the war and the resulting necessity of organizing the economic activity of the country to support the war effort; and the economic and market organization of the country, which is crystallized in the two-tier pricing system and in the consequences of this pricing system for production and exchange.
