Abstract:The elaboration by the government of Zimbabwe of the Transitional National Development Plan (TNDP) immediately after the achievement of independence was a decisive step towards the establishment and implementation of a new economic policy. The actual economic development during the first year of the plan was diametrically opposed to the course outlined in the TNDP. That the materialization of the TNDP would be accompanied by problems was expected. The role of the TNDP became questionable only one year after its publication. The circumstances for plan implementation were extremely miserable. However, it would be a simplification to reduce the reasons for the poor performance of the TNDP only to external factors at the expense of a critical inve stigation of shortcomings re sulting from the planning process itself. From selected observations some recommendations for the improvement of planning in Zimbabwe are presented here. Notes.
