Abstract:South Africa's Reconstruction and Development Programme (RDP) recognizes the important role of small-scale construction enterprises (SSCEs) in the national economy. This paper evaluates the use of the various managerial inputs currently employed by SSCEs in the context of their organizational size and scope of project delivery. The paper considers the internal constraints to growth and efficiency of black-owned SSCEs in South Africa, specifically the deficiencies in planning and management skills which are widely recognized as the greatest single stumbling block to business efficiency among SSCEs. Two hypotheses were tested on the basis of data from 42 interviews conducted in Gauteng Province in 1996: 1) Approaches to the building process among SSCEs can be differentiated according to distinct factors affecting owners of SSCEs (findings support this hypothesis); 2) The quality of project outcomes is related to the quality of distinct managerial inputs into the planning and execution of the project (only partially supported by the findings). There appears to be significant variation in the use of managerial inputs by SSCEs, due to the following causes: nature of contractual services offered by the SSCE; background of the owners of the SSCE; form of project documentation; type of office facility; type of projects; number of hierarchical levels in the SSCE's organization; use of staff function.
