Abstract: | The basic notion underlying the Ujamaa villages programme is that socio-economic change of an enduring nature can only be brought about on the Tanganyika mainland through the active participation of rural dwellers, their enterprise to be aided by small injections of government expertise and capital. Important for this notion was the realization that previous policies aimed at developing the rural areas were insufficient and sometimes counterproductive. This paper demonstrates that in a rural development operation (of the Rwamkoma Village Settlement Scheme) the pre-Arusha policies of heavy capitalization and centralized control were failures due to the critical lack of a clear understanding by the settlers concerned as to the purpose of the scheme and their lack of commitment to it.
