Abstract:By common consent African economic development is suffering from the poor administrative performance of its governments. To cure the antidevelopmental policies of African governments and their low levels of administrative capacity, the World Bank report on 'Accelerated Development in Sub-Saharan Africa: An Agenda for Action' (1981) prescribes large doses of market discipline and economic planning and management. However, is Western economic rationality rational in comtemporary Africa or, in other words, are the recommendations of the report politically viable in most African countries?
