Abstract: | The origin of the Mubuku scheme goes back to 1958 when the colonial government established an experimental farm in Toro with assistance from FAO experts. Passing through several stages in which the World Bank, FAO and the UN Special Fund played a role, it was not until July 1964 that the four-year project did begin. The aspects of the Scheme are discussed: Conception - Implementation - Estate vs. settlement - Changes in the project - Extension - Progress under the second project manager - The settlement programme - Staff for the irrigation project - Staff relations - National counterparts - Reactions to the Mubuku Irrigation Scheme - Excessive costs and continuity.
