Abstract:Work for Progress is the title of the Uganda development plan. This article investigates the assertion that Uganda's Second Five Year Plan represents a major advance in government economic strategy, policy and a significant step forward more rapid and sustained economic progress. Other questions investigated are: How seriously can the projected growth rates and the physical targets underlaying them be taken? What are the changes for substantial success in the vital implementation phase of the Plan both as to work put in and economic progress secured? Tables.
