| Abstract: | Work for Progress is the title of the Uganda development plan. This article investigates the assertion that Uganda's Second Five Year Plan represents a major advance in government economic strategy, policy and a significant step forward more rapid and sustained economic progress. Other questions investigated are: How seriously can the projected growth rates and the physical targets underlaying them be taken?
