Abstract:African states see national social and economics planning as a logical historical development from the national independence effort, now to be channelled into the rapid inprovement of standars of life and of economic capacity. The national plan is both a symbol of that effort and a means of bringing it about. In the past 3 years, Ghana, Nigeria, Kenya, and Tanzania have lauched major 5 to 7 years development plans. These plans are examined and analysed here with the aim to elucidate what planning means today in these states, to what extent it represents a central stand in public policy and economic activity, and what inter-relationships exist between much development planning and state socio-political and economic ideologies.
