Abstract:The organizational orientation of a business leader in a state enterprise in Tanzania is a function of several environmental variables. The article underscores three of the variables: centralized goal Betting and policy formulation by the state; the cultural beliefs of both leaders and followers; executive characteristics and competence. The article further features a hypothetical analysis of the possible impact of the variables that suggests a likely bias towards authoritarian patterns induced by the cultural and political environmental forces; a potential sympathy to organizational patterns of behaviour stimulated by educational efforts and a probable preoccupation with assigned tasks caused by personal and functional characteristics.
