Abstract:The list of over fifty public boards, corporations and bodies in the administration and achievement of public goals in Kenya discloses a number larger than the similar institutions in Tanzania. But in Kenya the parastatal has not been a specially utilized instrument for the development of the public sector. In the diverging systems of the two countries there are to be seen some contrasting themes in an examination of public enterprises and co-operatives; this paper examines the principal contrast between the purposes of state control and enterprise and examines its effects in Kenya. In his conclusion the author warns against too quick an acceptance of the belief that the T. parastatals are as obviously instruments of socialism as the K. ones are of a continuing neo-colonialism.
