Abstract:Much has been written on the East African Federation. Countless meetings, seminars and conferences have dealt with every practical issue that is involved - so much so that some commentators feel that public debats and discussion has actually retarded the achievement of federation. President Julius Nyerere's statement in 1960 is published here as an attempt to get back to the roots. A study of it will show how many of the problems that now trouble legislators had been predicted by Dr. Nyerere before any of the three East African countries had achieved independence. The statemant, titles 'Freedom and Unity' comprises parts on 'The Balkanisation of Africa' and 'The reasons for federation'.
