Abstract:This paper 1) traces the growth and consolidation of the Comité Inter-états de Lutte contre la Sécheresse dans le Sahel (CILSS) as a West African regional organisation, 2) suggests some of the factors which affects its ability to function as a vehicle for facilitating planning and programme implementation, and 3) considers the evolution of this new organisation in the context of current demands for the creation of a New International Economic Order. A concluding section focuses on a CILLS project for the construction of secondary roads in isolated regions of Mali. In each instance, attention is given to some particular aspects of the political context of economic development. Notes.
