Abstract:This paper 1) traces the growth and consolidation of the ComitÚ Inter-Útats de Lutte contre la SÚcheresse dans le Sahel (CILSS) as a West African regional organisation, 2) suggests some of the factors which affects its ability to function as a vehicle for facilitating planning and programme implementation, and 3) considers the evolution of this new organisation in the context of current demands for the creation of a New International Economic Order. A concluding section focuses on a CILLS project for the construction of secondary roads in isolated regions of Mali.
