Abstract: | Having regard to the general situation, the circumstances peculiar to the worker's way of life, the prevalent agricultural conditions, and the impossibility of achieving an industrialization stimulating better living conditions, it is only gradually that a noticeable raising of the native worker's standard of living can be brought about, through extensive education and a strenuous health campaign. Once this has been achieved, the state wille be able to move towards a social prosperity in which individuals will be assured of necessities, since these will be proportionately supplied so that every one will have the necessary minimum. This will result in an increase in productivity and a reduction in producing costs. (Portuguese text). |
