Abstract:This survey examines the administration of student discipline at some of the residential universities in South Africa, Lesotho, and Zimbabwe, with a view to determining the extent to which the principles of administrative law are observed in university student disciplinary processes. It looks at the nature of disciplinary proceedings, the right to be heard and to be represented, the absence of bias, the requirement to rationalize decisions, standard of proof, and internal control of the disciplinary court. It concludes that in view of the universities' role in developing an appreciation of the values that underpin society, university authorities in their interaction with students must be committed to upholding a system which places a premium on those values. Administrative law offers such a system and universities should embrace administrative law in a more systematic way. Notes, ref.
