Abstract:The intention of this article is to highlight the predicament of the public service in Anglophone Africa, a public service which is viewed as an instrument of modernization and national development. The proposition here is that the effectiveness of administrative performance is a function of the quality of the political leadership to which the administration or the bureaucracy is accountable. In its functional aspect, public administration is defined as collaborative or cooperative action to attain the objectives and goals of the state as defined by the political leadership. The political environment in which administration has to function is the subject matter of this article. - Notes.
