Abstract: | The major objective of the present note is to investigate the consistency of sectoral priority ranking for agriculture in the Second National Development Plan, 1970-1974, of the Federal Republic of Nigeria. Specifically, what was the place accorded to agriculture by different governments, at the different phases (planning, revision, completion) of the plan? Were changes in the priority position of agriculture consistent with changes in the priority positions of the other sectors? The findings indicate that agriculture was consistently ranked by all the states, in an sector sense, in all the phases of the plan. The implications are that agriculture did not suffer from peculiar deficiencies in executive capacity as compared to the non-agricultural sector, and that there was no bias against agriculture during the plan revision, relative to the non-agriculture sector.
