| Abstract: | Although this paper reviews some of the major aspects of current penal policy in Africa, the desirability of seeking new approaches to deal with deviants generally, and criminal offenders in particular, is emphasized. The discussed alternatives relate mainly to Tanzania. The paper treats of the kinds of deviant behaviour, the nature of the process by which the deviant is dealt with and the nature of the sanctions available in the following sections: 1.
