| Abstract: | The dual objectives of the present article are: (1) to examine critically the productive capacity impact in terms of capital investment in the agricultural sector during the second national development plan; (2) to determine the impact of these changes in productive capicity of agriculture on that sector's contribution to national growth as measured by the share of agriculture in the growth of the economy between 1970 and 1975. The author concludes that for future development plans to have siginificant impacts on the growth of the agricultural sector farm problems should be tackled strictly on the basis of ecological zones. Within each zone, programmes and projects should be directed at the small-scale traditional farmers who produce the bulk of the nation's food and fibre. Plan monitoring should be directed at checking the physical materials and service hours that actually reach the farmers rather than the capital expenditure alone. Ref., tab. |
