Abstract:Interim report by the Land Tenure adviser. Notwithstanding the large number of tribes, land tenure customs show essential similarities where physical circumstances are comparable. Customary land tenure is evoluing from a purely communal state towards unrestricted individual ownership. No tribe has reached this state, the majority granting full security to the individual with or without negotiability subject to group control. In practice, custom is modified either by local legislation under statute Law or by wellpublicized Native Authority resolution. Registration of land is restricted to one or two areas. Local land authority varies from area to area exercises in effect two functions: he is first a locally acceptable land allocator and secondly the 'best evidence' in case of dispute.
