Abstract:Contribution to the discussion within the context of Marxism about the 'state' in conditions of underdevelopment - the case of Tanzania. Brief analysis of two different systems of colonial exploitation and their relationship to the Tanzanian African society: that of direct rule applied by the Germans (1889-1916) and that of indirect rule applied by the British subsequently followed by an account of the relationship between the Tanganyika African National Union (TANU) and the colonial bureaucracy before independence. Tanzania still retains the colonial structure inherited at independence, despite its socialist rhetoric. In this respect, the role of expatriates is an issue which should be included in any future debate about the post-colonial state in Africa, as well as the necessity of knowing the size or strength of the state concerned within its own economy.
