Abstract:Within the hierarchy of social relations making up contemporary Ghanaian society, the rural poor are not only the most deprived group but also remain significantly excluded from the decisionmaking processes of the country. The extent of deprivation of those in the rural areas is shown in terms of their relative access to the five main areas of the Ghana government's expenditure: education, health care, housing, water and electricity. Within this context the paper further compares the pattern of public investments and income distribution between the rural and urban sectors of Ghanaian society. The factors reinforcing these patterns of rural poverty are examined, and some suggestions are made for the elimination of the structural contradictions that reinforce the growing disparity between the rural poor and the other sectors of Ghanaian society.
