Abstract: | In January 1985 South Africa's State President announced that a Special Cabinet Committee had been instructed to make recommendations on 'the problems of terminology and content that surround the question of citizenship'. It is important that these questions of 'terminology' and 'content' be clarified now, in anticipation of the legislation that is to be introduced, in order that the reforms may be more clearly understood and evaluated. The present provides a checklist for that purpose. This requires first a brief re-statement of present citizenship policy.
