| Abstract: | An imaginative effort to compensate the habit of the members of the Parliament of emphasizing in their deliberations on narrow local concerns, has been made in Tanzania through the addition m of a special category of National Members. This innovation of 1965 provided that fifteen legislators should be elected by the National Assembly itself from a list of candidates submitted to it by the National Executive Committee of TANU. These National Members should function as representatives of the entire nation, speaking from a national viewpoint and espousing the national interest. The article discusses the nomination, the position and the behaviour in Parliament of these members. Notes. |
