Abstract:When the new dispensation for coloureds and Indians was instituted, everybody asked: and what about political rights for the black people? This, ultimately South Africa's vital, problem is the subject of this article. It describes the origins of the problem and the policy of segregation, the possibilities of a fourth House of Parliament (for blacks) and it pays attention to the initiatives the state president announced in a speech at the opening of parliament on 25 Jan. 1985.
