Abstract: | Despite its ambitious aims in the matter of the unity of a continent liberated from colonial rule, the O.A.U. is certainly no more successful than its counterpart in Latin America and the Middle East. In a rather muddled way this organization has tried to combine a principle of universality with adherence to a broad set of common ideals (e.g. anti-colonialism). The author describes the structure (four principal institutions), the major defects: cumbersome and chronically short of money), and the few achievements to date. Even on a long term revies, the prospects for the O.A.U.'s survival are at best doubtful. |
