Abstract:	Full text of the statement made by the British Prime Minister in the House of Commons on Tuesday 15th October, 1968, on the talks about Rhodesia which were held on board H.M.S. Fearless in Gibraltar from 9th-13th October. With the Prime Minister were present on the British side the Commonwealth Secretary and the Attorney-General. On the Rhodesian side Mr. Ian Smith, Mr. Howman, Mr. Lardner Burke. Annex A: the Six Principles (basic requirements governing the approach of successive British Governments towards the problem of granting independence to Rhodesia). Annex B: Statement of British proposals for a settlement (1. The Constitution; 2. Fourth Principle towards ending racial discrimination; 3. African Education; 4. Fifth Principle - test of acceptability; 5. Subsequent steps; 6. Interim arrangements). Annex C: Communique issued at Gibraltar on the evening of 13th October.
