Abstract: | The recent installation of a democratic government in South Africa and the consequent drive to social transformation to overcome the apartheid legacy have created a demand for the development of new social policies. Much policy development has clearly been influenced by contemporary international trends, not all of which are necessarily locally appropriate. The author compares the effects of such trends and ideas in the three areas of housing, health and adult literacy. He notes that while the influences of models drawn from international literature have been differently incorporated in each case, all three policy arenas are marked by a clear lack of fit between policy, particularly policy implementation, and demand for services. In particular, much policy has failed to acknowledge social diversity. He concludes that the South African example provides an opportunity to follow the paths that theories travel when they are transported from one context to another and to apprehend the transformations in analytical efficacy and potential they undergo as they interact with local theories and practices.
