Abstract: | As the democratic initiatives of the early 1990s gained momentum, urban planners in South Africa attempted to reconstruct apartheid cities by pursuing initiatives to reverse the effects of racial planning. It is against this background that Cato Manor in the city of Durban was identified for urban reconstruction and development. This paper examines the process of reconstruction, development and planning in Cato Manor. It traces the historical background; examines the origins of planning and development; and critically assesses the policy framework for the development of the area. This policy framework focuses on issues related to land, compaction and increasing densities, the creation of activity corridors and nodes, environment and open-space management, transport and movement networks, housing delivery systems (bond and subsidy housing, fast-track housing, incremental housing, 'in situ' upgrading) and employment and economic development. The article also pays attention to the sociopolitical and economic dynamics involved in the planned development of Cato Manor and to development achievements and constraints. Bibliogr. |
