Abstract:This paper analyses the problems of the metalworking sector in Soweto, South Africa, where there are an estimated 400 small steel fabrication firms. It is based on 43 interviews. The author shows that the Soweto metalworking economy suffers from a pattern of internal constraints relating to educational shortcomings and a set of external constraints which include isolation of enterprises and a lack of networks, as well as a lack of access to markets, finance and training. He argues that the divide beteen internal and external constraints could offer important lessons to policymakers, who might still believe that creating an enabling external environment could lead to enterprise growth. Nevertheless, in the metalworking industry of Soweto, internal constraints could be as important as external constraints in determining the success of individual entrepreneurs. Bibliogr.
