Abstract: | This article analyses the success and the failure of the Liberation Committee of the OAU. On balance the performance of the Liberation Committee has not been impressive. Why has this been so? And what are the prospects for the Committee in the next decade? An attempt is made to answer these questions. Beforehand is explained why the Committee's capability was so obviously limited. In the first place because the Committee is not a supranational agency, and because it has no standing army of its own. Among the other factors responsible for the Committee's poor performance the most important are: structural defects of the Executive Secretariat of the Liberation Committee and general dissatisfaction with its administration; disunity among the African states; failure of members to make their contributions to the Special Fund; the chronic state of instability in Africa; external pressure.
