Abstract:The World Bank and the Organisation of African Unity (OAU) have proposed divergent development paths for the continent. The World Bank favors externally-oriented development whereas the OAU calls for collective self reliance. This article reviews this debate framed by these two alternative strategies and examines the implications for both Africa and the industrialized world. It discusses which African and Northern interests are likely to favor increased external interaction and continued dependence and which prefer engagement and increased infraregional relationships.
