Abstract: | Centres on the discussion about the 'Local Government Reforms' being implemented by some of the six northern States in Nigeria. After a survey of the structural development of local government in the former Northern Region follows a discussion of its re-assessment since the 1st April, 1968. The factors influencing this re-assessment: The financial position of the Native Authorities - The functions of Native Authorities - The position of the States - Public opinion. A Reform Panel appointed by the North-Eastern State has to report on the structure (organisation) and operation of the North-Eastern State Local Government Administration. In those States which have announced proposals for local government reorganisation the more important amendments made to the pre-existing system were: The review of local government areas - The position of the Chiefs - The system of administration - The membership of councils. An attempt is made to assess the exact impact of these reforms on the local government structure and the relations with Government. Ref. |
