Abstract:When the Tanzania-Zambia Railway (TAZARA) project was conceived in the late 1960s there were a lot of reservations especially among traditional Western aid donors about its economic viability. Built with Chinese assistance TAZARA, despite various problems, has been able to make a profit. However, given the increasing Zambian dependency on South Africa, and the changing political map of Southern Africa, eventually the TAZARA is likely to lose a substantial share of its Zambian cargo, including its chief staple traffic, copper. Hence the growing importance of its other objective - the railway as an 'engine of growth' particularly in the traversed areas. This paper therefore looks at the development impact of the railways. It examines the actual and potential development benefits including the development of the agricultural and mineral resources particularly in southern Tanzania, the ensuing inter-State trade, and the employment generation benefits.
