Abstract: | Reforms of indigenous tribal institutions, to coordinate economic and educational development with political progress are undertaken by the central government in response to pouplar demand or necessity. In some areas chiefly authority is crumbling, and could be replaced by a structure of local government. To reform a tribal strucure a popular committee must first be formed. Certain principles are common to all reform: use of a pyramid system of councils, form of election, task and procedures of councils. The author describes three varieties of reformed tribal constitutions, different because of the dissimilarity of traditional structure. The three tribes are: the Luguru, the Hehe and a not named tribe. |
