Abstract:Does Botwana's creditable human rights' record and its merit as one of Africa's least repressive state imply a 'political culture' that is more responsive to refugees than is likely to be found in more authoritarian states? This article addresses this issue directly by examining the Botswana case by reference to four separate albeit overlapping aspects of the refugee issue. These are: the way in which the state initially defined its role as a host territory; the problem of security; the extent to which the administration of refugees has impinged on resources; and the government relations with the liberation movements that entered Botswana in the refugees' wake. The article begins with a description of Botswana's post-colonial state. Notes.
