Abstract:Although there is no formalised economic planning for development in Rhodesia, planning does take place, even if only on an ad hoc level. This study of Rhodesia's European immigration policy indicates: 1. the type of planning that does underly 'both the formulation and implementation of policy; 2. the extent to which policy is appraised on a cost/benefit level; 3. the effectiveness of measures designed to promote policy; 4. the type of co-ordination with other, often contradictory policies, that results from this form of planning approach. One of the conclusions is that neither theoretical assessment nor empirical experience support the present policy of encouraging an essentially non-selective and continual flow of European immigrants into Rhodesia.
