| Abstract: | Many of the current development plans in tropical Africa recognise the critical importance of the rapid and widespread modernisation of agriculture in order to provide the impetus for the later structural transformation of the economy. However the choice of a promising development strategy does not ensure the successful attainment of a Plan's objectives, but will be dependent especially upon the final selection of projects and programmes the suitability for growth of the institutional frame-work and the nature of the implementation process on the ground. Major thesis of this paper is that improved performance in implementing agricultural development programmes will depend in many cases on the further penetration of economic thinking, whether done by economists or agriculturists into the grass-roots levels of development. The major possibilities of economic and technical co-ordination in agriculture are reviewed looking 1) at the main phases of agricultural development from the initial planning through to the actual implementation of the plans, and 2) at the infrastructure of agricultural markets and prices, research and education, which are vital to the success of agricultural improvement policies.
