Abstract:The six years under review saw tvo National Development Plans in Ghana: the Second Development Plan (1959-1964) and the Seven Year Development Plan (1963/66-1969/70) which replaced the Second Development Plan. in 1963 and has since 1966 been suspended by the National Liberation Council. After having analysed the old Ghana government's agricultural policy, the conclusion of the author is that although this policy was laid down in the right direction, it was poorly executed. The policy makers failed to approach the issues sympathetically. Some achievements here and there emerged, but the 'great leap forward' into modernized agriculture did not materialize.
