Abstract: | Barely were the colonial administrators able to implement their policies as successfully as theorists and planners envisioned. Political expediency, financial realities, commercial self-interest, and administrative short-sightedness contributed to the failure of many colonial schemes. Fetter's spatial analysis of Malawi's demographic and administrative resources illustrates how such factors affected the placement of institutions and transport facilities during and after the colonial era.
