Abstract: | The Local Native Council ordinance, passed in 1924, was partly an attempt by the colonial government to bring the whole country under closer administration'. To a few pro-government Africans in the colony, closer administration meant a more efficient machinery for the collecting of the hut and poll taxes. It also meant a more effective recruitment policy for cheap labour in European farms. On the whole the LNCs achieved the administration's mission. However, in matters concerning education, another sphere of the LNC, it gradually established an independent stand. It is this issue which is examined here with regard to Kenya's Coast Province: Background - Local Native Councils in the Coast Province - Kilifi District - Kwale District - Tana River District - Taita-Taveta District.
